My Priorities

1. Being a strong voice for District 2

District 2 — including Solon, Hills, Lone Tree, east Iowa City, and our rural townships — has unique needs that haven’t always been consistently represented at the Board of Supervisors table. What works for urban Iowa City, Coralville, or North Liberty doesn’t always work for smaller communities or rural areas.

I’m committed to showing up, listening, and maintaining open, two-way communication. Most importantly, I will make sure District 2’s voices, concerns, and priorities are clearly represented in county decisions.

2. Supporting local economic development across the county

Johnson County has all the ingredients needed for a strong local economy. At a time when Iowa is struggling with economic growth, it’s more important than ever to support existing employers and help new businesses get started right here at home.

That work happens through partnerships — with chambers of commerce, cities, nonprofits, and our educational institutions — and it needs to include all of Johnson County. Economic development shouldn’t stop at Iowa City’s borders. Our smaller communities and rural areas deserve to be part of the county’s long-term economic strategy.

3. Driving responsible governance and accountability

I believe strongly in being good stewards of taxpayer dollars. Right now, supervisor salaries are significantly higher than they should be— about 50% above benchmark — at a time when property taxes are increasing. Simply bringing those salaries in line could save the county more than $200,000 each year.

Beyond salaries, I support taking a fresh look at how the Board of Supervisors works: clarifying roles, exploring the potential value of a county manager, better leveraging the expertise of county department leaders, and improving transparency around budgets and investments. County government should be efficient, responsive, and accountable — every dollar matters.

Why Janet?

Johnson County needs supervisors with the experience and temperament to lead in complex, changing environments.

Over the past 35 years, I’ve built skills in leadership, strategic planning, budgeting, change management, and collaboration. At ACT, I worked my way up from an entry-level position to helping lead an organization with a budget comparable in size to Johnson County’s. On the Iowa City School Board, I learned how to govern across multiple communities with diverse perspectives and shared responsibilities.

Most importantly, I’ve learned that effective leadership starts with respect — being present, listening carefully, and working collaboratively, even when decisions are hard. I’m ready to bring those skills to the Board of Supervisors and put them to work for the people and taxpayers of Johnson County.
